The state of Colorado was originally scheduled to go live with Release 3.1 for both First Report of Injury (FROI) and Subsequent Report of Injury (SROI) in October 2025. However, in a new development, the Colorado Division of Workers’ Compensation (DOWC) has recently announced it is now delaying its planned implementation of Release 3.1 for FROI/SROI reporting. Specifically, Colorado has delayed transition to Release 3.1 until July 30, 2026.
The Colorado DOWC recently released a new email announcement (entitled “DOWC EDI Claim 3.1 Upgrade.”) This announcement is also posted on its website within the updates section for your reference.

The Division of Workers' Compensation (DOWC) is happy to announce that the EDI Claims 3.1 upgrade is expected to go live on July 30, 2026. This timeline has been carefully chosen to ensure a launch that provides minimal disruption to all stakeholders. The DOWC has contracted with Verisk to service the EDI upgrade. Please watch for outreach from the DOWC or Verisk as the DOWC continues to engage stakeholders about this transition to 3.1. The DOWC appreciates your sustained support in making these improvements a success. For questions and feedback specific to 3.1, please email codowcedi@verisk.com. As, an important reminder, there are two states still on schedule for the transition to Release 3.1 this year: New Mexico (November 2025) and Missouri (December 2025). The author will monitor any developments from these states as well as any continued updates from Colorado.
