The state of Colorado was originally scheduled to go live with Release 3.1 for both First Report of Injury (FROI) and Subsequent Report of Injury (SROI) in October 2025. On March 24, 2025, Colorado released an announcement entitled “DOWC EDI Claim 3.1 Upgrade” stating that they would be delaying the go-live date to July 30, 2026. However, in a new development, the Colorado Division of Workers’ Compensation (DOWC) has recently announced it is now amending its planned implementation of Release 3.1 for FROI/SROI reporting. Specifically, Colorado has moved up the transition to Release 3.1 to July 9, 2026.

The Colorado DOWC’s new update was released in an email announcement on 11/24/2025 (entitled “DOWC EDI Claim 3.1 Update.”) This announcement is also posted on its website within the News and Updates section for your reference.
The information posted on Colorado DOWC’s website states, in full, as follows:
The Division of Workers' Compensation has important updates regarding the Electronic Data Interchange (EDI) transition. Starting July 9, 2026, carriers and third-party administrators (TPAs) can submit claims using the EDI 3.1 format. Please note that July 8, 2026, is the last day to submit EDI data with the EDI 1.0 standards. Please keep an eye out for additional updates about EDI and CoComp. If you have any questions, please email Education & Outreach at cdle_dowc_communications@state.co.us. As, an important reminder, all trading partners should now be live in production reporting the Release 3.1 format to the state of New Mexico. In addition, Missouri, which was scheduled to go live on December 5, 2025, will now be going live with Release 3.1 on March 20, 2026.
