The white paper includes the results of a review by COA staff of more than 1,700 closed claims. The review showed that in more than 1,600 claims, insurers applied zero percent liability to claimants. COA then entered the same claims in ISO Liability Advisor®, which revealed that insurers could apply liability in more than 1,000 of those claims.
